Opening Note:



The American administration confirms everyday their criminal policy used since the initiation of violence against the Iraqi people to date. Instead of using a logical policy to restore the consequences of occupation and killing caused by their criminal military and security systems which includes destruction of infrastructure and the economy, killing scientists, and removing constraints of militias whom support the occupation forces through giving them a formal representation to facilitate denominational killings and assassinations of opposition from free Iraqi people in addition to encouraging denominational bios to create a base for civil war. All that is done to serve their political agenda as a continuation for “burning the land” policy disregarding the fact that this land will burn them too as a result of their violence, terrorism, and killing practices by their soldiers whom are digging their graves.

The occupation had misread the Iraqi history as betrayers and agents had never controlled the free Iraqi land, and similar to the betrayers of the French government whom were prosecuted after the Nazi occupation for being agents for occupation; Soulagh, Al-Allawi, Al-Ja’fari, Shahbouri, and others will be exposed to public anger outburst for their attempts to destroy Iraq and steal its wealth.

Unfortunately, the civil society is taking a role in these crimes against the Iraqi people represented by their embarrassing silence after they have used their voices loudly during the last period as if Iraq is now on a different planet. International credibility and legality are not violating only Iraq; their absence forms a threat on international peace and security. We here warn the Eastern world from looking on policies of their governments with favor since they contradict with the international laws and human rights principles and do not condemn international terrorism practiced by strong countries against weak people, as this will serve at the end against their interests and result in loss of international security and stability. We as human rights activists believe in the rule of “violence generates violence”, and a wise man is one who learns from the experiences of others, therefore, we believe that the daily violence and terrorism by the occupation forces against the Iraqi people will burn not only Iraq, but the whole region as well in addition to interests of these countries.

It seems that the long time spent by the American soldiers in their camps with fear of practicing their sexual rights had driven them to stop caring about the kind of actions they take as long as they satisfy their animal instinct no matter how disgraceful they are to the Arabic and Islamic traditions and a breach to the Arabic morals. This was evident when an American soldier practiced sexual acts with another one in a house in Falluja city during their barbarian break ins of the secured houses on 25th January 2006 in Nazzal region in presence of the Iraqi family whom closed their eyes in condemnation for this animal act that disgraces all religions. This shameful action by the American soldiers came as part of the collective punishment policy practiced by them against Falluja after bringing what is called the “dirty troop” which initiated daily random arrestments that reached to more than 50 arrestments on 22nd January 2006. In addition, this turned the city since November 2004 to date to a victim of continuation of group extermination performed by the occupation troops in coordination with the government assigned with fraud and terrorism.


I herewithin swear by God that on 12th October 2005 I (Qasem Jasem Hmadi Al-Deleimi) was arrested in Baghdad where I live by Al-The’eb brigade which is a division for the Ministry of Interior. I have seen more than 600 prisoners in the investigation spot at Al-The’eb brigade whom appeared like skeletons due to hunger and torture, as each prisoner was given only half a bowel of food per day and were electrified on sensitive parts of their bodies in addition to being subject to beatings with iron tools on their heads, feet, and sensitive parts of the body after hanging them from their hands and legs and be threatened with cutting their body parts and depriving them from food for days. All that was accompanied with swearing and denominational and immoral reviles. I was subject to all this torture and assault.

I heard the names of the Iraqi investigation officers whom were sometimes practicing torture against us and other times supervising that. They were (Officer Ali, Officer Falah, and Major Muhammad). Among the names of the detained whom I recognized were (Jasem Muhammad Latif Al-Obeidi, Saddam Al-Deleimi, Najm Abdalla Al-Samerra’I, and Muhammad Al-Jbouri). I was released on 24th November 2005, however, and after I returned home in Baghdad, Badr army corps attempted to assassinate me to eliminate me and hide any trace or proof for the crimes of militias of the Ministry of Interior. This had forced me to escape and stay at my relative’s house outside Baghdad and abandon my house. May God be a witness on my testimonial.


On Tuesday the 24th January 2006 in Al-Nasereyya city (southern Iraq), some Iraqi policemen had beaten and assaulted the staff of Al-Iraqeyya channel in Thi Qar governorate during conducting a survey among citizens on the assembly of Iraqi government. The television reporter (Aseel Mahdi) and camera man (Basem Mahmoud) confirmed being exposed to beatings by some Iraqi policemen when they were interviewing a citizen. The assault started when the citizen described the government as a “looser” and being only interested in sharing parliament chairs and Iraqi wealth and is controlled by certain parties. This gave an excuse for the policemen to start the assault and beatings which forced the television staff to interfere that ended up in getting their share of the beatings and smashing their sound devices and cameras.

This methodology used by some of the Iraqi policemen which contradicts with all principles of human rights shows the kind of methodologies the current government is using. After exposing the reality of their torture and denominational extermination practices, the scandal of depriving citizens from their freedom of speech in regions where they claim have great support came to confirm the failure of this government and the urgency of quick actions to be taken by the international community to put a limit for these violations and crimes by the government before the outburst of the public which started to increase after the Iraqi blood had been daily shed without any international action taken to stop these daily crimes and violations.

It seems that all the violations and crimes performed against citizens of Falluja city had not been enough for the occupation troops and other political policies who benefit from the continuous violations to prevent the city from participating and playing its role in rebuilding the country. Furthermore, the number of violations and crimes against civilians had increased which explains the reason for keeping the city under siege till date and the failure of the international community of sending a committee to investigate the truth about exposed crimes; one of which was using chemical weapons against the city in the battle of October 2004. Some of the violations lately monitored are:

The increasing violations and incidents in the city and other suburbs are considered new means of collective punishment and group extermination practiced against them, these are results of a phase came after occupying the city and handing the mission of maintaining security to members of the Iraqi Ministries of Defense and Interior whom are under command of units of the American Marines which confirms the absence of a real intention or a plan to rebuild and restoring stability. We hold the ministries and the American forces the responsibility of these crimes. We, however, find their continuation and increase is due to international silence and a continuation of the fake international support for the Iraqi cause that ends up either in the pockets of the powerful figures or into weapons and trainings for more soldiers to kill civilians and wreck their houses. We ask the Higher Commissioner of Human Rights and the United Nations Committee for Human Rights to interfere to stop these violations and expose these acts.
